NOTICE OF PUBLIC HEARING NOTICE OF PUBLIC HEARING ON PROPOSED SUBSTANTIAL AMENDMENTS TO THE FISCAL YEAR (FY} 2019 ACTION PLAN AND CORRESPONDING FY 2013-2017 CONSOLIDATED PLAN, AS EXTENDED THROUGH FY 2019, TO PROVIDE 2020 COVID-19 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV} FUNDS AND COVID-19 EMERGENCY SOLUTIONS GRANT (ESG-CV} FUNDS, AND TO AMEND THE CITIZEN PARTICIPATION PLAN WITHIN THE 2013-2017, AS EXTENDED THROUGH 2019, CONSOLIDATED PLAN PUBLIC NOTICE INFORMATION The Board of County Commissioners (BCC) will hold a virtual public hearing on Tuesday, May 19, 2020 at or after 9:30 a.m., or the next regularly scheduled BCC meeting if the hearing does not occur due to lack of quorum or deferral. The purpose of the hearing is to allow the public an opportunity to comment on the following: • Substantial Amendment to the FY 2019 Action Plan and the corresponding FY 2013 - 2017, as extended through FY 2019, Consolidated Plan to provide FY 2020 CDBG-CV funding in the amount of $7,770,499.00, and ESG-CV funding in the amount of $3,888,572.00 to assist the community in response to the COVID-19 pandemic. CDBG-CV funds will be used to provide a nutritional assistance program for residents in public housing affected by COVID-19, and to provide a loan program to assist small businesses affected by COVID-19. ESG-CV funds will be used to provide homeless prevention, rapid rehousing, and emergency shelter for homeless or at-risk of homeless individuals. • Substantial Amendment to the Citizen Participation Plan, within the FY 2013 - 2017, as extended through FY 2019, Consolidated Plan. The proposed Substantial Amendment provides that during a period of a declared emergency, either at the national, state, or local level, which emergency directly affects Miami-Dade County, an expedited citizen participation process may be utilized. The County will follow citizen participation guidance by the United States Congress or United States Department of Housing and Urban Development (U.S. HUD). Where U.S. HUD has not issued guidance, a minimum of 48-hours advance notice will be provided prior to taking any action which would in normal circumstances require a public comment period and/or public hearing. The minimum 48-hour notice will set forth how the public may comment on the proposed action. The proposed Substantial Amendments described above will be available for review beginning on May 13, 2020 online at https://www8.miamidade.gov/global/housing/notices.page by calling (786) 469-2165, or by requesting a copy via e-mail at communitydevelopmentservices@miamidade.gov The public is invited to virtually attend the public hearing to be held virtually utilizing communications media technology made permissible pursuant to the Governor's Executive Orders.
