FINAL NOTICE AND PUBLIC EXPLANATION OF A PROPOSED ACTIVITY
IN A 1OO-YEAR FLOODPLAIN
June 9, 2021
To: All interested Agencies, Groups and Individuals

Miami-Dade Public Housing and Community Development (PHCD) gives notice that an
evaluation of federal regulation 24 CFR Part 58 has been conducted as required by Executive
Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for
Making Determinations on Floodplain Management and Wetlands Protection. The following
activity funded under the Rental Assistance Demonstration (RAD) Program authorized by Congress
under the FY 2012 HUD Appropriations Act is partially located in the 100-year floodplain:

Miami-Dade Public Housing and Community Development - Culmer Gardens: The project
will consist of the demolition of existing public housing and the new construction of 540
units of mixed-income units over several construction phases.
The comprehensive project comprised of eight sites is located at 410 NW 6th Street,
Miami, FL 33136; 416 NW 6th Street, Miami, FL 33136; 561 NW 4th Court, Miami, FL
33136; 426 NW 6th Street, Miami, FL 33136; 428 NW 6th Street, Miami, FL 33136; 429
NW 6th Street, Miami, FL 33136; 554 NW 5th Avenue, Miami, FL 33136; and 451 NW 5th
Street, Miami, FL 33136.
One of the eight sites, 554 NW 5th Avenue, Miami, FL 33136, Folio Number 01-0106-0901010, is located within a 100-year floodplain. The Flood Insurance Rate Map (FIRM) panel
number is 12086C0314L, with a flood zone AE designation. The area, 554 NW 5th Avenue,
Miami, FL 33136, is comprised of 3.3 acres.
The remaining seven (7) sites, summarized above, are not impacted by the 100-year
floodplain. This 8-Step review process is only applicable to the site located at 554 NW 5th
Avenue, Miami, FL 33136.
Miami-Dade County has been unable to identify and evaluate other practicable alternatives to
the Miami-Dade Public Housing and Community Development - Culmer Gardens project. It will
benefit the community with the development of affordable housing.
There are three primary purposes for this notice. First, people who may be affected by activities
in floodplains and those who have an interest in the protection of the natural environment should
be given an opportunity to express their concerns and provide information about these areas.
Second, an adequate public notice program can be an important public educational tool. The
dissemination of information and request for public comment about floodplains can facilitate
and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and
modification of these special areas. Third, as a matter of fairness, when the Federal government
determines it will participate in actions taking place in floodplains, it must inform those who may
be put at greater or continued risk.
Environmental files that document compliance with steps 3 through 6 of Executive Order 11988,
are available for public inspection, review and copying upon request at the times and location
delineated in the last paragraph of this notice for receipt of comments.
Written comments must be received by the Miami-Dade Public Housing and Community
Development (PHCD) at the following address on or before Wednesday, April 21, 2021: Miami­
Dade Public Housing and Community Development, 701 NW 1st Court, 16th Floor, Miami, FL
33136, Attention: Clarence Brown, Division Director. A full description of the project may also
be reviewed from 9:00AM to 4:00PM at the same address listed above. Comments may also be
submitted via email at CommunityDevelopmentServices@miamidade.gov.
